Rural broadband: put money into local networks

The House stimulus bill got it right. It allocated $6 billion for “shovel ready” projects in under-served areas. None of this funding would yield tax credits for the big carriers. Fortune 500 telecom companies would no more have shovel-ready projects in underserved areas than a skateboard dealer would open shop in a retirement community.
